It may be a bit too American in the reference to “chopped liver”, which is the proverbial food that is disliked by all. So children, who should come happily running out for ice cream, instead are offered their most disliked food.
So it’s unfunny, too, when starving children are the reality you live with, and you know that *any* food would be heavenly to them.
